DEFINITION
Performs with the highest level of integrity, law enforcement and crime prevention work; controls traffic flow and enforces State and local traffic regulations; performs investigative work; participates in and provides support and assistance to special department crime prevention and enforcement programs; and does related work as assigned.
SUPERVISION RECEIVED AND EXCERCISED
General supervision is provided by a Police Sergeant. Technical or functional supervision may be provided by higher level police personnel.
Assignments may require direct or indirect supervision of sworn and non-sworn personnel.
Qualifications

Essential Functions
ESSENTIAL FUNCTIONS

Officers may be rotated to various assignments during their tenure as a Police Officer.
Patrol
Patrol city in radio-equipped car or on foot; answer calls for the protection of life and property, and the enforcement of City, County, and State laws; may conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.
Make arrests as necessary; interview victims, complainants, and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court.
Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.
Prepare reports of arrests made, activities performed, and unusual incidents observed.
Stop drivers who are operating vehicles in violation of laws; warn drivers against unlawful practices; issues citations and make arrests as necessary.
Check buildings for physical security.
Search, fingerprint, and transport prisoners.
Direct traffic at fires, special events, and other emergency or congested situations.
Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with the general public.
Perform community-based policing, become familiar with community residents and businesses and collaborate in problem solving strategies. Address community concerns and implement problem-solving policing programs to help reduce crime in accordance with applicable state and federal legislation.
Administer first aid as necessary.
Perform related duties as assigned.

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.
Minimum Qualifications
Must have successfully passed original probation in current employment as a California Peace Officer
POST Certificate must be attached at time of submitting application
Must be at least 21 years of age at time of submitting application
High school graduate or recognized equivalent
Candidate must possess, at the time of employment and continuously throughout employment, a valid California Class “C” driver’s license with satisfactory driving record.

RETIREMENT
  • EE pay 100% of the nine percent (9%)
  • 3% at 50 formula (Classic Members)

RETIREE HEALTH CARE
Retiree Health Benefits Plan for Employees Hired on or After July 1, 2020
For all employees hired prior to July 1, 2020, if upon retirement from the City, the employee enrolls in the City's CalPERS medical care plan, the City will pay the minimum employer contribution to CalPERS that is required by Government Code Section 22892(b). In addition, the premium cost for retiree-only coverage in the retiree's chosen medical plan. Effective the first full pay period following the date of MOU approval by City Council the City and Union agree to terminate the Health Reimbursement Account (HRA).
Retiree Health Benefits Plan for Employees Hired on or After July 1, 2020

  • City will contribute up to a maximum premium cost of $32.12/mo
LIFE INSURANCE (The Standard Insurance)
  • City shall provide a $50,000 term life and AD&D insurance.
  • Additional term life and AD&D available paid by EE
LONG TERM DISABILITY (The Standard Insurance)
  • City pays 100% of the employee premium
  • Max benefit of 66 2/3 of their current base salary up to $8,100/ mo max
  • 30 day waiting period
LONGEVITY
  • Commencing on June 30, 2017
Years of Service: Entitle Employee:
  • 10-14 years $158 monthly
  • 15-19 years $315 monthly
  • 20-24 years $470 monthly
  • 25 or more years $675 monthly
HOLIDAYS
  • EE working 4/10 schedule will receive two (2) ten (10) hour days of floating leave, for a total of 110 hours
  • EE working 3/12 schedule will receive one (1) twelve (12) hour day of floating leave, for a total of 120 hours
  • EE working 5/40 schedule will receive three (3) eight (8) hour days of floating leave, for a total of 104 hours
*In lieu of MLK Day, each employee shall receive one (1) ten (10) hour day of floating leave, regardless of whether the employee is on the 4/10 schedule, the 3/12 schedule or the 5/40 schedule, each fiscal year
HOLIDAY BANK
  • EE may accumulate up to a maximum of one hundred (100) hours of holiday bank time.
  • Payout of unused hours in excess of 100 will be removed from the employee's holiday bank hours accrual on January 1 and paid in their straight time hourly rate no later than June 30
SICK LEAVE & INCENTIVE PROGRAM
  • Accrue 3.693 hours for each pay period
  • Maximum accrual 300 hours, 600 hours or 900 hours
  • Excess hours will be removed from the EE sick leave hours accrual, calculated at their straight time hourly rate, paid at no less or no more than 50% of the total value paid in December
VACATION
  • 1-5 years, 3.6923 PP (accrual =96 hours, max 192)
  • 5-10 years, 4.6153 PP (accrual=120 hours, max 240)
  • 10-15 years, 5.5384 PP (accrual =144 hours, max 288)
  • 15-20 years, 6.4615 PP (accrual= 168 hours, max 336)
  • 20 years, 7.3846 PP (accrual =192 hours, max 384)
COMPENSATORY TIME
  • Cap of one hundred and fifty (150) hours placed on the accrual of compensatory time off
  • EE bank be reduced to seventy five (75) hours or less on or before December 31st
BILINGUAL PAY
  • $150.00 per month for Spanish, Chinese, Japanese, Vietnamese, Tagalog, and Sign Language
SPECIALTY ASSIGNEMENT
  • Assigned EE will be paid an additional increment of $300/ mo
  • No EE shall be compensated for more than two assignments regardless of the number of such specialty assignment to which assigned
EDUCATION/ POST CERTIFICATE
  • An officer with an AA Degree or Intermediate POST $370 / mo
  • An officer with a BA or Advanced POST $465 / mo
  • A sergeant with an AA degree or intermediate POST $400 / mo
  • A sergeant with a BA or Advanced POST $560 / mo
SUPERVISORY POST CERTIFICATE
  • Effective June 30, 2017 city will pay each sergeant a supplemental payment of $500.00 / mo
UNIFORM/ EQUIPMENT ALLOWANCE
  • The city will provide $900.00 per fiscal year
TUITION REIMBURSEMENT
  • Amount not to exceed $2,000 per fiscal year
COMPUTER LOAN PROGRAM
  • Up to $1,500 interest free loan and payroll deduction
