The Position
The Napa County Election Division is accepting applications for the positions of Vote Center Lead and Vote Center Clerk. Multiple positions are available for the May 4, 2026 to June 2, 2026 election season. The eligibility list established from this recruitment may potentially be used for the October 5, 2026 - November 3, 2026 election season.

  • Each Vote Center will require at least one bilingual staff member fluent in Spanish.
  • American Canyon Vote Centers will require at least one (1) bilingual staff member fluent in Tagalog and one (1) bilingual staff member fluent in Hindi.

Application Process
  • Online applications will be screened for completion by Human Resources on a continuous basis until all Extra Help vacancies for the Vote Centers are filled/or the scheduled job posting closes on Monday, April 20, 2026 at 5:00 pm PST, whichever comes first.
  • Successfully completed applications and will be sent to the hiring department for further consideration, which may include a department interview. A bilingual test may be administered to determine proficiency in order to meet community needs.

Pay & Benefits
Please note that the rate of pay for these positions are fixed and is not negotiable per the SEIU MOU.

Vote Center Lead
  • $23.64 per hour for new and/or monolingual hires (Step 1).
  • $25.49 per hour for returning Vote Center employees and/or Bilingual hires (Step 3).
Vote Center Clerk
  • $21.42 per hour for new and/or monolingual hires (Step 1).
  • $23.24 per hour for returning Vote Center employees and/or Bilingual hires (Step 3).
ABOUT THE VOTE CENTER:
The County of Napa has nine (9) Vote Centers: Angwin, Calistoga, St. Helena, Napa (2) and American Canyon (2). The Vote Center staff work approximately 50-60 hours total each election and may be assigned to various vote centers at different times during each election cycle to ensure coverage. Training will be conducted selected weekdays with extended hours on certain weekends and Election Day. Additionally,
  • Each vote Center is staffed with at least two (2) Vote Center Leads & at least four (4) Vote Center Clerks.
  • Each Vote Center will require at least one bilingual staff member fluent in Spanish.
  • American Canyon Vote Centers will require at least one (1) bilingual staff member fluent in Tagalog and one (1) bilingual staff member fluent in Hindi.
  • Two (2) Vote Centers will be open ten (10) days prior to Election Day.
  • All Vote Centers will be open three (3) days prior to Election Day.
VOTE CENTER LEAD: performs the most difficult and responsible duties, including conducting research and problem resolution, which requires specialized knowledge. The Vote Center Lead is required to perform all duties and responsibilities for multiple functional areas of the Vote Center, and provides technical and functional lead to assigned Vote Center Staff. Duties may include:
  • Provide lead for other clerical staff, which may include assigning, scheduling, and prioritizing work, providing training to less experience staff, and verifying the work of assigned employees for accuracy
  • Perform the more complex and specialized administrative and clerical duties within assigned functional area; compile data, summarize and maintain a variety of reports
  • May deliver election materials to Election Division of Election Day
  • Serve as a resource to the general public, provide answers and information regarding processes and procedures for assigned area
  • Provide and maintenance quality customer service relationships with coworkers, other County employees, and the general public.
VOTE CENTER CLERK: prepares duties involving preparation of materials for elections. Duties are performed under close supervision. Example of duties may include:
  • Issue Vote by Mail Ballots and Conditional Voter Ballots to the public at various Vote Center locations
  • Process affidavits of registration, Vote by Mail applications and confidential voter applications in the computer system
  • Prepare voted ballots at the end of the day and completed affidavits of registration to be turned to the Elections Office
  • Prepare supplies for storage following an election, including the breakdown of computer equipment.
  • May deliver election materials to Election Division on Election Day
  • Answer questions and provide general information to the public by telephone and in person.
POSITION REQUIREMENTS:
Required
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is considered qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
  • Experience: Some work or voluntary experience including public contact which provides for the required competency in the requisite knowledge and abilities.
  • Education: High school diploma or GED preferred.
  • License or Certificate: Certain positions assigned to this class may require possession of a valid California Driver's license.
